A schooner and a Dutch vessel close hauled in a fresh breeze in St Helier's Bay, Jersey, 1846

Herbert, the son of a Thames waterman was apprenticed to a boat builder. He exhibited marine subjects at the Society of British Artists from 1844 and at the Royal Academy 1847-1860. These suggest that he visited Suffolk, Holland, Belgium and France as well.
