Hulks off Devonport

The ship cast in darkness on the right flies the white ensign while the lighter ship to the left flies the Union flag. This ship is also decked in flags which may be commemorating a special occasion. A number of people can be seen on board the ship and others are ascending the crowded gangplank from small boats alongside. There is a small rowing boat in the foreground on the right, where a figure holds a rod over the side. A barrel floats on the surface on the left.
